Beacon Development Group is excited to announce the grand opening of the Four Amigos Beloved Community, a transformative affordable housing initiative in the heart of Seattle’s vibrant Columbia City neighborhood. Sponsored by El Centro de La Raza, this community is poised to become a cornerstone of support, growth, and opportunity for families, children, and individuals in the area.

The Four Amigos Beloved Community is not just a place to live – it’s a place to thrive. Spanning 65,000 square feet, the community features 87 beautifully designed, affordable apartments in one-, two-, and three-bedroom configurations, providing spacious homes for families of all sizes. The building has been thoughtfully designed with sustainable features such as cement fiber board siding, luxury vinyl tile flooring, solid wood cabinetry, solid surface countertops, and solar panels that power common areas like hallways and corridors. The inclusion of energy-efficient elements like a rain garden to manage stormwater runoff, EV chargers, and solar ban windows further reflects the community’s commitment to sustainability and environmental stewardship.

Named in honor of the Four Amigos – Bernie Whitebear, Bob Santos, Roberto Maestas, and Larry Gossett – this community embodies their legacy of community empowerment, social justice, and collective action. The Four Amigos Beloved Community is a testament to the power of collaboration and the positive impact that affordable housing, education, and social services can have on the lives of families and children.

A centerpiece is the 6,300-square-foot childcare center, which offers high-quality education and care for children ages 1 to 5. The center’s state-of-the-art facilities include a commercial kitchen that provides nutritious meals, including breakfast, lunch, and snacks, to support the growth and development of young minds. In addition to the childcare center, the community features a playground that will become a vibrant gathering place for children, fostering friendships and encouraging outdoor play. A first-floor community event space will host a variety of programs, including job training, adult education, and workshops focused on career development, financial literacy, and wellness. These programs, hosted in partnership with El Centro de La Raza, provide residents with vital resources that can help lift them up and open doors to new opportunities.

But the true heart of the Four Amigos Beloved Community lies in its people. Ethiopian Village Grand Opening

Members of Ethiopian Community in Seattle, Beacon Development Group, and HumanGood Affordable Housing celebrated the grand opening of Ethiopian Village over traditional Ethiopian food, coffee, and wine. Ethiopian Village is made possible by Ethiopian Community in Seattle and HumanGood Affordable Housing partnering to provide 90 units of culturally appropriate, affordable senior housing. This new project synergizes with the existing community center which was renovated and expanded to meet the current and future needs of the Ethiopian Community in Seattle.

One of the most prominent features of Ethiopian Village is the large vinyl prints which grace the sides of the Ethiopian Village with murals of Ethiopian traditions, motifs, and values. These murals were designed by a local artist from the community.

The building is connected to the renovated ECS headquarters and a coffee shop to recognize the social tradition of meeting over coffee, and the beginning of a community. Ethiopian Village welcomes all residents who meet the income qualifications, and residents do not need to be Ethiopian to live in the community.

Ethiopian Village is currently accepting applications from low-income seniors 55 years and older.

Castle Argyle Grand Opening

After nearly two years of construction, Beacon Development Group and HumanGood Affordable Housing celebrated the grand reopening of Castle Argyle Apartments in Los Angeles, CA. With construction completed back in May 2022, this 96-unit senior housing community has been redeveloped to be better than ever.

The building renovations included seismic upgrades; new mechanical systems such as two new elevators; new electrical systems and energy upgrades through solar voltaic panels to help offset electricity costs; as well as new plumbing systems. On the interior, the grand lobby was designed to highlight is classic Hollywood style and new offices layouts including space for resident services and a nurse. All unit interiors received new appliances, kitchens, and bathrooms. Each unit also received a central heating and air conditioning system for the first time. Exterior site work upgrades include new drought-tolerant landscaping and concrete/asphalt repaving, exterior building repairs and painting.

The iconic “Castle Argyle” sign that sits atop the building and the historic “Castle Argyle Arms” sign above the entry staircase on Argyle Avenue were also restored to its original neon colors and are fully operational again. Two new murals were also added; one inside the lobby and an external mural on the parking structure wall. The lobby mural provides a decorative and welcoming visual feature for residents and visitors which has a prominent position upon entry. The exterior mural serves not only as a powerful artistic feature enhancing a large concrete wall, but also represents the diverse history of Castle Argyle, its residents and the community. Muralist Roberto Biaggi, an artist based in San Juan, Puerto Rico who has over 125 international installations, developed the final design.

A combination of tax-exempt bonds and low-income housing tax credits was used to fund the rehabilitation of the entire building. The tax credit equity partner and construction lender for the building was U.S. Bank, and permanent financing was provided by Citibank Community Capital. Special thanks are due to the project team of Relativity Architects and Walton Construction, the general contractor.

Northaven West Grand Opening

On Saturday, August 6^th, staff from HumanGood Affordable Housing, US Department of Housing and Urban Development, and local elected officials came together to celebrate the grand opening of Northaven West. The festivities included a community picnic and music from The West Seattle Band.

Northaven West was built in partnership with Northaven Senior Housing and HumanGood Affordable Housing. The original Northaven property was developed under the Section 236 program 50+ years ago. The new NHW building was built on the surface parking lot and brings 82 additional units of affordable housing for independent living seniors while offering amenities including an outdoor garden area, library, and campus-wide wellness activities.

Those living at Northaven West enjoy walkable access to shopping, medical facilities, parks, and the Northgate Light Rail Station.

HumanGood Affordable Housing and the Filipino Community of Seattle Celebrate the Filipino Community Village Grand Opening

On June 2022, the Filipino Community of Seattle (FCS), local community leaders, and HumanGood Affordable Housing staff celebrated the grand opening of the Filipino Community Village. This new development brings 94 units of affordable housing to Rainier Valley for low-income seniors earning up to 30%, 50%, and 60% of area median income.

Situated adjacent to the FCS Community Center, residents and visitors to the space have access to the FCS’s food bank, community activities, and other programming. This project additionally brings to the community an Innovative Learning Center to provide resources and a space for STEAM (science, technology, engineering, arts, and math) programs for young people in Rainier Valley. The project also incorporates a spectacular multi-panel mural by artist Eliseo Silva which depicts in great detail extensive elements of Filipino history, culture, and the local immigrant experience.

The work doesn’t stop. FCS looks forward to breaking ground on Filipino Community Phase II adjacent to this space very soon, bringing 50 – 60 more units of affordable housing for low-income families to Rainier Valley.

Plaza Roberto Maestas Grand Opening

El Centro de la Raza celebrated the Grand Opening of their recently completed Plaza Roberto Maestas – Beloved Community on Saturday, October 1st. The 112 unit project serves a broad range of incomes in 1,
2, and 3 bedroom units adjacent to the Beacon Hill light rail station. Since 2011, Beacon has worked alongside El Centro de la Raza to realize their goal of providing a truly community inspired affordable housing and community space adjacent to their headquarters. The project includes new classroom space for El Centro de la Raza’s Jose Marti Child Development Center, a multi-cultural community center, retail space, office space, and a large public/private plaza.

The residential development cost was approximately $32 million (not including donated land); the project’s total development cost was approximately $45 million. Permanent and construction financing was provided by US Bank Community Development Corporation, the City of Seattle, the Washington State Housing Finance Commission, Washington Community Reinvestment Association, and a private capital campaign. Pre-development funding was provided by Enterprise Community Partners and Impact Capital.

The much needed housing is already 100% leased with a 5-year wait list. Two of the three retail bays are leased to the Seattle Metropolitan Credit Unit and the locally owned café The Station. El Centro de la Raza’s Business Opportunity Center will provide business development courses and micro-lending programs to local small business owners. The project will be a model for community-inspired, transited-oriented development in Seattle.

In addition, Beacon Development Group is happy to announce that we are moving into the project’s office space. We are excited to move to a new home that illustrates our commitment to our work and community. The Grand Opening was a community inspired event attended by Seattle Mayor Ed Murray, City Council members and officials, and members of the Beacon Hill neighborhood. The ribbon cutting was followed by multicultural performances from local groups to celebrate the diversity of Seattle and the mission of the El Centro de la Raza.

A Commitment to Agricultural Worker Housing

Beacon has a long history of working with clients to develop permanent agricultural worker housing across Washington State, having developed over 950 apartments for these vital workers since 1999. As Washington continues to experience labor shortages during peak harvest times, according to the most recent annual 2013 Agricultural Workforce Report, the quality and stability of this kind of housing is absolutely essential to the health of our State’s economy.

Over the summer Beacon celebrated the opening of Varney Court, its latest agricultural worker project undertaken in partnership with the Housing Authority of the City of Pasco and Franklin County (HACPFC). Located at the intersection of 4^th and Pearl in Pasco, WA, the project features 38 apartments spread across seven buildings around a central courtyard, community building and playground. The two-, three- and four-bedroom apartment layouts and child-focused amenities were specifically designed for families working in the local agricultural industry.

“We are very pleased to be able to offer these new apartments to families working in the region’s agricultural industry,” stated Andy Anderson, HACPFC’s Executive Director. “Far too often these families are forced to live in unacceptable conditions. Varney Court provides families a safe and decent place to live so their children can live happy, healthy lives in our great city.”

ZBA Architects designed the community and Walker Construction served as the general contractor. Beacon Development Group provided development services and Foster Pepper PLLC provided legal services. Other engineering and design team members were: AHBL, Coffman Engineers, Fulcrum Environmental Consulting, and Baer Testing. Cascade Management is providing property management services.

The total development cost was approximately $8.5 million. Funders included the Washington State Housing Trust Fund, the Washington State Housing Finance Commission, National Equity Fund, Wells Fargo and Impact Capital. The City of Pasco also provided $50,000 of Community Development Block Grants to pay for street improvements along Pearl Street.

“This community exemplifies what the State and local jurisdictions can do when they work together to support affordable housing,” said Paul Purcell, President of Beacon Development Group. “In particular, the project wouldn’t have been possible without the support of the State legislature and the Housing Trust Fund.”

Three Rivers Village Grand Re-Opening Celebration

Beacon is excited to announce the grand re-opening of Three Rivers Village, located in Richland, WA. Three Rivers is an affordable housing community owned by American Baptist Homes of the West (ABHOW) and developed with Beacon for seniors and the disabled earning up to 30%, 40%, and 50% of area median income.

ABHOW purchased Three Rivers in 2010 when the previous owners wanted to exit their HUD program, thus preventing a conversion to market rate and displacement of senior and disabled residents. The renovation included the modernization of apartment kitchens and bathrooms, the common area dining room and significant site upgrades. A new expanded manager’s office and meeting room, administration work offices, a wellness room and reconfigured entries were added as new construction. The building remained occupied during the renovation so rigorous steps were taken to lessen the impact on residents, many of whom were frail and elderly. The building entered into a 20-year HUD Section 8 Housing Assistance Payment Contract extension as part of the acquisition by ABHOW. Capital funding was provided by the National Equity Fund, which purchased Low-Income Housing Tax Credits awarded by the Washington State Housing Finance Commission. Acquisition funding and long term debt was provided by Washington Community Reinvestment Association.

With ZBA Architecture as the architect and Walker Construction, Inc. as the GC on this project, Three Rivers Village was completed this spring. The grand re-opening ceremony took place on site in June and was attended by residents, community leaders, funders and members of the development team. Many people gathered to view and honor the success of the development and the preservation of such an important community asset for the City of Richland. Since many of the seniors at Three Rivers Village love birds, Beacon welcomed guests back into their newly renovated apartments by donating birdhouses and bird-feeders to the property so residents can relax and watch the birds in their newly improved exterior gathering spaces.

Casa Kino Grand Opening

We are proud to announce that Catholic Charities Housing Services recently celebrated the opening of Casa Kino in Quincy, WA. Developed together with Beacon, Casa Kino is an affordable multi-family development consisting of 51 newly constructed 2- and 3-bedroom townhomes for agricultural workers and low-income families earning up to 30%, 40% and 50% percent of the area median income. The development complies with the Evergreen Sustainable Development Standard which emphasizes green building techniques. The apartments will save about 50% of the energy usage typical of standard construction through the use of structural Insulated Panels for exterior walls, increased ceiling/roof insulation, efficient windows and advanced sealing techniques in walls and openings. Water usage will also be greatly reduced by low-flow fixtures throughout the units and extensive “xeriscaping” landscaping in the development.

It has been our privilege to work with Catholic Charities Housing Services of Yakima on this joint collaboration with designer, ZBA Architecture and general contractor, MC Lundgren Construction, Inc., to develop yet another quality affordable housing project for agricultural workers and their families. With a focus on comfort and safety for children on site, the community includes abundant outdoor recreational areas, a computer lab and multimedia center, classrooms and meeting rooms and a community building with centralized laundry and kitchen facilities. CCHS provides extensive services for families and children in the community building at the property.

The project cost $10.5 million and was financed with a tax credit equity investment from National Equity Fund® through the Washington State Housing Finance Commission’s Low-Income Housing Tax Credit Program, and funding from the Washington State Department of Commerce Housing Trust Fund and the Community Development Block Grant (CDBG) Housing Enhancement Fund, administered through the City of Quincy.

In celebration of the opening of Casa Kino Beacon staff gifted a soccer, basketball or volleyball to each apartment for kids and families to enjoy together. Paul Purcell, President of Beacon, was then quickly challenged to a soccer match after the festivities wrapped up (he lost!)

Watching the joy from the kids as they received the balls was priceless, as it reminded us what our work in affordable housing is all about – creating stable, safe and happy environments for children to grow and thrive in. Congratulations to Catholic Charities Housing Services on creating another great community for families in Central Washington!
