Three Beacon Projects Awarded City of Seattle Funding

In December, Mayor Jenny Durkan announced that the City of Seattle will invest more than $75M to build and preserve affordable housing across Seattle. Ten New Construction projects were awarded funding including Northaven Three, Chief Seattle Club, and Maddux Apartments.

Northaven Three Anticipated Completion Date Early 2022

Northaven Three is a partnership between Northaven Senior Housing and HumanGood Affordable Housing to develop 85 units of affordable housing, serving independent seniors earning up to 30%, 50% and 60% of area median income. HumanGood and Northaven have partnered based on their aligned missions to provide high quality communities for seniors. The project will be located adjacent to the Northgate mall and less than a mile from the Northgate transit center and future light rail.

 

 

Chief Seattle Club Anticipated Completion Date October 2021

Chief Seattle Club (CSC) is developing a mixed-use affordable housing project in Pioneer Square. The eight-story building will include 80 units of housing (60 units will serve people who are homeless), CSC program spaces, a gallery/café and a primary care clinic. The project will provide a portion of the units with rental assistance so that some individuals pay no more than 30% of their income for rent. It will be designed to support the physical, cultural and spiritual needs of people in the Native community. Housing-based case management will be provided onsite and residents will have access to the community supports and services that are provided at CSC.

 

 

 

Maddux Apartments Anticipated Completion Date October 2021

Maddux Apartments is a two-building development, sponsored by Mount Baker Housing Association, that will provide affordable workforce housing for individuals and families earning at or below 50% and 60% area median income. The two-buildings will consist of 166 units: 97 studios, 11 one-bedroom, 48 two-bedroom and 10 three-bedroom. The project is a transit-oriented development located 2 blocks from the light rail in the Mount Baker neighborhood. Both buildings will provide ground floor commercial space, laundry facilities on each floor, resident lounge areas and a roof top terrace space.

Earlier this year, Beacon and HumanGood celebrated the grand re-opening of the Sun Tower community located in Yakima, WA. The transformation included all the systems and finishes which improved how the building functions in terms of efficiency, energy use and water use. The community now has a modernized feel that has enhanced residents’ comfort. For more detailed information on the project click here.

Affordable Housing Design Leadership Institute

Beacon joined Yakima Housing Authority as participants in Enterprise’s annual AHDLI. The AHDLI is a 3-day in-person training program for the country’s leading affordable housing designers and developers seeking to find creative solutions to design challenges in affordable housing projects. It was a great opportunity to participate in interactive design charrettes to share knowledge and expertise with innovators in our industry. This year, eight developers presented projects from across the country and received design feedback from peers and the panel of design experts gathered in Seattle.

The YHA and Beacon presented YHA’s Veteran Supportive Housing and Service Center project. The project is the redevelopment of 4.64-acre former United States Marine Corp armory property in Yakima. The project includes rehabilitation of the armory as well as new construction housing to create 41 units of permanent supportive housing for homeless veterans and their families. In addition, the project will include a service center that will be open to homeless veterans in the community. This will include a primary care and dental clinic for homeless veterans. Office space will be created for veteran service providers, including VASH case managers who will provide services for residents onsite.

Our YHA team received insightful feedback on our project design, which we are now integrating into our plans. The knowledge shared at the 3-day workshop has provided us with new ideas and resources, not only for the YHA project, but for our design process on other projects going forward. We are grateful to our team members at YHA, to the other designers and presenters, and to Enterprise for this valuable opportunity.


HopeWorks Station II and Colby Avenue Center Groundbreakings

Beacon Development Group is proud to announce the financial closing and groundbreaking of two new affordable housing projects in Everett, WA: HopeWorks Station II and The Colby Avenue Youth Center.

HopeWorks Station II is sponsored by Housing Hope and HopeWorks and is located within the Everett Station District neighborhood on the 3300 block of Broadway in downtown Everett.

This new transit oriented, mixed-use development will provide affordable housing dedicated to serving individuals and small families who enter the residential program through homelessness or who are very low income. It will offer a Workforce Development Center comprised of food-focused culinary training programs, career counseling and confidence building, offering sustainable career pathways. The residential portion of the project will consist of 65 apartments: 28 studios, 27 one-bedrooms and 10 two-bedroom units dedicated to empowering disadvantaged veterans, families and youth towards self-sufficiency. The list of funders is extensive and includes predevelopment funding from Impact Capital, Low Income Housing Tax Credit equity from Enterprise, construction lending from JP Morgan Chase Bank, a Federal Home Loan Bank AHP award, New Markets Tax Credits allocated from Enterprise and Northern Trust, a bridge loan from Enterprise Community Loan Fund, public funding from the State of WA, City of Everett and Snohomish County, social investors and corporate, foundation and private donors from the community.

The Colby Avenue Youth Center is Cocoon House’s new 31,848 square foot facility that will include a 4,200 SF youth drop-in center, social service and program space, and housing with 40 units for homeless youth and young adults. Cocoon House’s goal in creating this new building is to provide homeless youth in Snohomish County with access to a full array of housing and services in one, safe, secure location. The ground-floor youth day center will include a commercial kitchen, large common room, laundry area, shower rooms, computer room, music room, counseling offices and a visiting nurse primary care office. Cocoon House’s outreach, homeless prevention and administrative offices will also be located on this floor. The 40 units of housing, located on the second and third floors, will include 20 SRO units of transitional housing for 15 – 17 year old youth and 20 units of permanent supportive housing units for 18 – 24 year old young adults. The housing areas include common area kitchens and living rooms for residents to gather, eat and socialize. Twenty-four hour staffing and intensive case management support will also be provided by Cocoon House.

The list of funders includes WA State Dept of Commerce, Snohomish County, City of Everett, City of Marysville, Peoples Bank and Cocoon House.

 

 


Filipino Community Village Awarded City of Seattle Funding

In December 2017, Mayor Jenny Durkan and the City of Seattle announced affordable housing funding awards for projects across the City of Seattle, including Filipino Community Village.

Filipino Community Village is a 94 unit project in Rainier Valley that will serve low-income seniors earning up to 30%, 50%, and 60% of area median income. The project is sponsored by the Filipino Community of Seattle (FCS) in partnership with HumanGood Affordable Housing, Beacon Development Group’s parent company. Beacon will act as the developer for the project.

The project will include community and amenity spaces for residents as well as non-housing space for an Innovative Learning Center to provide computer access and STEAM (science, technology, engineering, arts and math) programming from young people in the Rainier Valley. The project is located immediately adjacent to the existing FCS Community Center, where residents will have access to FCS’s food bank, community activities, and other programming.

Support Prop 1 – King County Veterans, Seniors, and Human Services Levy

On Oct. 15, County Executive Dow Constantine, the Housing Development Consortium, and Laborers Local 242 partnered to host an event in support of the Veterans, Seniors, and Human Services Levy, which will be on the ballot on Nov. 7. The levy strengthens our communities by providing job training, employment opportunities, and housing stability to veterans, seniors, domestic violence survivors, and more. The levy extends existing efforts that have proven effective in reducing unemployment, homelessness, and emergency medical costs.

Labor and housing advocates have joined together to support this important cause. Partners from labor include Laborers Local 242, IAM 751, Teamsters Joint Council 28, and others.

Beacon Development Group is excited to share that El Centro de la Raza’s Plaza Roberto Maestas has been awarded the 2017 AIA/HUD Secretary’s Housing and Community Design Award for Creating Community Connections. In addition, the project has received an honorable mention for the Affordable Housing Tax Credit Coalition’s Charles L. Edson Tax Credit Excellence Awards in the Metropolitan/Urban category and a 2017 Award of Merit for Affordable Housing in PCBC’s Golden Nugget Awards.

We are honored that Plaza Roberto Maestas has been recognized as one of the most outstanding affordable housing projects in the country.

Plaza Roberto Maestas is a landmark equitable transit-oriented development project in Beacon Hill, Seattle. The project incorporates the community’s vision into a new mixed-use development in a rapidly gentrifying neighborhood. Completed in September 2016, Plaza Roberto Maestas consists of two six-story buildings that flank an outdoor plaza, which opens onto a Festival Street adjacent to a light rail station.

Through nearly eight years of planning with the community, El Centro de la Raza transformed a surfacing parking lot into a multicultural hub for the neighborhood that incorporates 112 units of affordable housing, local small business retail and office, community space, and a bilingual child development center.  Plaza Roberto Maestas directly addresses the urgent need for affordable housing and economic opportunity and is a model for community-inspired transit-oriented development. The project currently houses 291 individuals, including 133 children, and serves a diverse population that includes family, workforce, and senior residents.

Beacon Development Group served as El Centro de la Raza’s development consultant on this innovative project, working alongside SMR Architects and Walsh Construction. Congratulations to El Centro de la Raza and the entire team on this inspiring project and well-deserved recognition!


Plaza Roberto Maestas Grand Opening

El Centro de la Raza celebrated the Grand Opening of their recently completed Plaza Roberto Maestas – Beloved Community on Saturday, October 1st. The 112 unit project serves a broad range of incomes in 1,
2, and 3 bedroom units adjacent to the Beacon Hill light rail station. Since 2011, Beacon has worked alongside El Centro de la Raza to realize their goal of providing a truly community inspired affordable housing and community space adjacent to their headquarters. The project includes new classroom space for El Centro de la Raza’s Jose Marti Child Development Center, a multi-cultural community center, retail space, office space, and a large public/private plaza.

The residential development cost was approximately $32 million (not including donated land); the project’s total development cost was approximately $45 million. Permanent and construction financing was provided by US Bank Community Development Corporation, the City of Seattle, the Washington State Housing Finance Commission, Washington Community Reinvestment Association, and a private capital campaign. Pre-development funding was provided by Enterprise Community Partners and Impact Capital.

The much needed housing is already 100% leased with a 5-year wait list. Two of the three retail bays are leased to the Seattle Metropolitan Credit Unit and the locally owned café The Station. El Centro de la Raza’s Business Opportunity Center will provide business development courses and micro-lending programs to local small business owners. The project will be a model for community-inspired, transited-oriented development in Seattle.

In addition, Beacon Development Group is happy to announce that we are moving into the project’s office space. We are excited to move to a new home that illustrates our commitment to our work and community. Our move is planned for the end of November – stay tuned for an official moving announcement and our new contact details!

The Grand Opening was a community inspired event attended by Seattle Mayor Ed Murray, City Council members and officials, and members of the Beacon Hill neighborhood. The ribbon cutting was followed by multicultural performances from local groups to celebrate the diversity of Seattle and the mission of the El Centro de la Raza.

It has been our privilege to work in collaboration with SMR Architects, Third Place Design Co-operative, 7Directions Architects, and Walsh Construction Co. We are proud to be part of a team working to expand opportunities for working families and individuals in Seattle. Congratulations to El Centro de la Raza on creating a truly “beloved community”!


Campaigning for Seattle’s 2016 Housing Levy

Over the course of July, Beacon Development Group’s Seattle office will be hosting and participating in two phone banks for the city’s 2016 Housing Levy. The property tax, first approved off the ballot in 1981, will be up for renewal for the sixth time in August. The proposed $290 million levy will be dedicated to producing affordable housing options and providing support to low-income families, seniors, individuals with disabilities, and low-wage workers within Seattle.

After expanding upon its predecessor and leveraging every city dollar with $3 dollars from other sources, the 2009 Housing Levy outperformed expectations, exceeding the goal of producing 1,670 affordable housing units by roughly 30% and providing emergency rent assistance to 2,442 families.

This time around, the mayor is proposing to expand the levy once more. The levy can be broken down into four main programs:

  • Rental Production & Preservation – $201 million, which would oversee the development and rehabilitation of 2,500 apartments with affordable rents secured for at least 50 years
  • Operating & Maintenance – $42 million, which would provide subsidies for 510 units that serve extremely low-income individuals
  • Homelessness Prevention – $11.5 million, which would supply rent assistance and stabilization services to 4,500 households
  • Homeownership – $9.5 million, which would assist a total of 280 households with loans for home repairs and first-time home purchases

Yes! for HomesEach program would prioritize individuals making below 30% AMI, but would stretch to support those making up to 60% AMI.

The 2016 tax would cost just $122 annually for owners of median value homes. While the levy is focused on housing and homelessness prevention, the effect of taxpayer dollars would extend far beyond this. The Housing Levy would produce thousands of jobs in construction and management, increase the city’s energy and water efficiency with green building standard projects, and most importantly, foster inclusive, equitable communities throughout Seattle. Beacon Development Group is proud to be a part of the effort to renew the Seattle Housing Levy.


Pike Place Market Closes Housing Financing

Last month the Pike Place Market Preservation and Development Authority (PPMPDA) successfully closed its financing for the $9.6 million Western Avenue Senior Housing, the residential component of their ongoing $73 million MarketFront development project. As development consultant on Western Avenue Senior Housing, Beacon Development Group assisted the PPMPDA in assembling and closing the complex financing from U.S. Bank Community Development Corporation, the City of Seattle, the Washington State Housing Finance Commission and King County. The Miller Hull Partnership designed the project.

Meanwhile, Sellen Construction poured the final slab on grade for the MarketFront project in mid-February. Reaching this construction milestone was significant because it triggers the construction of the elevated decks of the garage structure, atop which the 40-unit residential structure will eventually be built to house low-income seniors.

Now with financing in place, construction on the housing can begin in May, with completion scheduled for December 2016. The 40 apartments will be available to seniors making up to 30% and 50% of area median income, with seven of the units designed to accommodate low-income senior artists and vendors.
