New Project Milestones in Northern California – Rotary Miller Ave and Life’s Garden

The Rotarians of South San Francisco and HumanGood were joined by community members, elected officials and the development team to mark the start of construction for Rotary Miller Avenue Senior Housing. The project, an 81-unit new construction development in the heart of South San Francisco, is built on donated land from the city. Rotary Miller Avenue will serve predominately seniors with one-bedroom apartments and create a community focused on aging in place. Construction officially started in July 2017 and the project is expected to be completed in October 2018.

About 30 miles south of the Rotary Miller Avenue, Life’s Garden Apartment in Sunnyvale recently passed it’s 50% completion mark. Construction started in September 2016 to bring a full rehabilitation to the senior serving community originally constructed in 1974. The low-rise 208-unit garden community is composed of 8 inter-connected two-story buildings. To accommodate the scale of the development, the project is divided into 8 phases. At the 50% completion mark, phases 1-4 with 106-units have been renovated and phase 5 with 28-units is currently underway. The project is anticipated to be completed in September 2018.


Housing California: Improving Neighborhood Health

Members of the Beacon Development Group team were active and present at this year’s Housing California Conference in Sacramento. The annual conference held on March 9th – 10th brought together professionals from across the state and nation. Participants engaged in a wide range of topics, including how property management should respond to ICE (immigration) agents and the rights of their residents, displacement policies in Oakland, and tracking progress and the impact of proposed federal tax changes on affordable housing. The conference theme for this year was “Block by Block: Improving Neighborhood Health.”

The conference key note speaker, Dr. Doug Jutte, Executive Director of Building Healthy Places, presented on the intersection of housing and health. Dr. Jutte argued that health happens outside of the doctor’s office and noted that “zip-code is a greater determinate in health than any other factor.” According to Jutte, the United States spends $3.3 trillion a year on health –  80% of the expenses attributed to chronic disease, most of which are prevalent in low-income communities and are preventable. Dr. Jutte’s work focuses on improving the health outcomes through collaborations with community developers. Learn more about the work of Building Health Places here.

Speakers also included National Low Income Housing Coalition’s Diane Yentel and Housing advocate Janny Castillo. The conference had a record setting attendance and featured numerous inspiring speakers and informative sessions on best practices in affordable housing development and operations. Financing Secured for Life’s Garden

With financing secured, construction kicks off at Beacon Development Group’s largest project to date.

Beacon Development Group (as a subsidiary of Beacon Communities Inc.) is making large advances in California and none is more visible than the recent work being done in the City of Sunnyvale at the Life’s Gardens Community. Starting in early September, the 204-unit community will undergo an extensive renovation that will improve the quality of housing for residents, allowing them to live independently longer. Additionally, the redevelopment will preserve and extend the HAP, ensuring the property’s affordability for decades to come.

On August 30, the project completed the last piece of financing by successfully closing on the $75 million tax credit partnership. This represents Beacon’s largest single development, and the first Low Income Housing Tax Credit financing that Beacon Development has done in California. We are excited about creating a new partnership with Merritt Capital and CitiBank. More importantly we are excited that the mission of serving and providing affordable housing to all populations in need continues as a core Beacon value.

In speaking on the financial closing, Development Director Cindy Proctor said “I cannot begin to convey the amazing expertise of our staff as we navigated the new financing programs and the heavily regulated energy, construction and building process in California.” We have also forged new relationships on the design and development side which includes Branagh Construction and HKIT Architects.  The Community is a BCI owned and managed community in partnership with Sunnyvale Life Inc.

The redevelopment of Life’s Gardens is anticipated to be completed by October 2018. The redevelopment process will be divided into (8) phases to minimize disruption to residents. A kick-off meeting was held on August 10th with the residents and design development team; construction will start September 6, 2016.

Planning Entitlements Approved for Rotary Miller Avenue

In April, the South San Francisco City Council approved the planning entitlements and finalized the land purchase agreement (land donation) for a new senior housing project on Miller Avenue in the City’s downtown. The project is a five story residential building with 81 units restricted to low and very low income senior households.  The ground floor features 1,993 square-feet of community assembly space and contains outdoor courtyards including a roof terrace for the residents. Construction is expected to commence in January 2017 with completion in March of 2018.

J.P. Stocco, Deputy Director of Development, CA Office

J.P. leads Beacon’s California Office, overseeing all aspects of planning and development for projects throughout the State. As a member of the Leadership Team, J.P. jointly manages the development pipeline, supervising staff and projects in development. He possesses over ten years of affordable housing project management experience working on complex publicly funded projects across the United States. Prior to joining Beacon, J.P. served as the Senior Acquisitions, Project & Asset Manager for THC Affordable Housing, Inc. in Washington, DC. In this position he established policies and procedures for an asset management system, completed an extensive permanent supportive housing rehabilitation project and one of the first Passive House energy-efficient buildings, and negotiated a successful joint venture with a national for-profit affordable housing developer. As Principal/Broker for Skyline Realty Advisors in California since 2006, J.P. has gained deep experience in financial modeling, budget analysis, construction services, market analysis and lease-up of multi-family development in California. He holds a BS in Business Administration from the University of Southern California and an MBA from the University of California, Irvine. Outside of work J.P. enjoys snow skiing and stand-up paddle boarding with his wife and daughter, and photographing landscapes.

Barry Baker, Senior Housing Developer, WA Office

Barry manages a variety of complex publicly funded projects for clients at Beacon in Washington State. As project manager, he oversees all aspects of development, from feasibility analysis to financial packaging to construction completion and close-out. He brings over two decades of real estate experience to his role at Beacon, having worked in property development, management, finance and software development. Most recently Barry served as Development Officer at Community Development, Inc. in Caldwell, ID, where he managed multi-family affordable housing development projects across the United States. Prior to Community Development, Inc., he invented, brought to market and licensed loan management software for real estate companies and worked as the Director of Finance at Brighton Corporation. At Brighton he was responsible for the sourcing and management of the financing for land holdings and buildings, specializing in big box retail, residential subdivision development, production home building, and office development. Barry holds an MBA from the University of Oregon and a BBA from Pacific Lutheran University. In his free time, Barry enjoys playing soccer, travel and boating.

Job Description

Beacon Development Group is an affordable housing consulting firm that works with nonprofits and housing authorities to create high-quality multifamily communities that serve a wide range of populations including seniors, families, homeless households, and those with disabilities. Beacon was formed in 1999 and has been serving clients in the Northwest, with its primary focus on Washington State. Beacon has served 31 different clients and has helped produce over 3,300 units of housing in 72 projects with a combined value of half a billion dollars.

On January 1, 2015, Beacon became a part of the ABHOW family of companies as a separate non-profit affiliate of ABHOW’s newly created Beacon Communities. Beacon Communities will own, manage, and develop affordable housing throughout the West Coast.

GENERAL STATEMENT OF POSITION

Senior Housing Developers work with a team of staff to develop multiple affordable housing and community development projects. Senior Housing Developers work with minimal supervision in the areas of development of new project proposals, feasibility, pre-development review, project construction/rehabilitation management, and public / private financing for new and rehabilitated housing for low-income households. The Senior Housing Developer position is responsible for supporting all aspects of project development from planning to closeout, and may provide guidance and advice to Housing Developers in support of development activities. The scope of this position’s responsibility may include the following: assessment of community needs, identification and acquisition of appropriate sites, formulation of feasible housing proposals, including development and operating budgets and project schedules, assisting the sponsor in conducting community notification, preparation and review of funding applications, and coordination of internal members of the project development teams and external consultants.

REPORTS TO – Development Director

POSITION CLASSIFICATION AND LOCATION

This position is classified as exempt, full-time with benefits and location in Beacon Development Group office in Pleasanton, CA.

Essential Functions

The following duties are normal for this position.  These are not exclusive or all-inclusive. Other duties may be required and assigned.

Work Duties:

  1. Feasibility Analysis
  • Researches and develops information required for project concept development;
  • Researches and develops realistic project budgets;
  • Provides research and due diligence on funding sources and site acquisition.
  1. Project and Construction Management
  • Manages construction contract/bid process with input from construction manager;
  • Manages acquisition of properties from purchase and sale agreement to closing and escrow;
  • Manages design process with clients and architects including securing all land use and building permits;
  • Processes and maintains accurate and functional filing system for all construction process documents including draws, change orders, meeting minutes etc;
  • Participates in regular construction meetings, ensures flow of communication throughout construction process.

3.   Funding Source Development

  • Maintains open and positive relationships with public funders, investors and financial institutions;
  • Works with sponsors to understand loan, contract and other documents;
  • Identifies appropriate funding and subsidy sources for each development project;
  • Prepares clear and effective private and public funding applications;
  • Negotiates funding documents with various funding sources and private investors.

4.   Project close-out

  • Completes appropriate reports to all funders;
  • Facilitates completion of necessary cost certifications with accountants and consultants;
  • Completes archiving of project files;
  • Finalizes transition of all files and other materials to the client and/or management agent.
  1.  External and Internal Development
  • Initiates new project proposals with current and potential clients;
  • Independently compiles and responds to Requests for Proposals;
  • Independently manages and maintains effective work relations with clients and external partners;
  • Provides guidance and advice to Housing Developers in support of development activities;
  • Helps create and oversee client relations efforts, including relationship management with key clients;
  • Represents Beacon on external committees and boards.

MINIMUM REQUIREMENTS:

Education – BA degree in finance, public administration, business, or related field (demonstrated successful experience (4 year minimum) in multi-family affordable housing development may be substituted);

Experience/Training

  • 4 years experience in affordable housing development;
  • Experience working with various types of public and private financing (e.g. bank loans, bridge loans, Tax Credits, etc.);
  • Working knowledge of HUD, Low Income Housing Tax Credit Program, State and /or City housing requirements;
  • Proven ability to manage multiple projects;
  • Demonstrated ability to lead teams;
  • Demonstrated ability to independently oversee large, complex projects and effectively problem solve variety of issues that may occur;
  • Experience in project and staff supervision (preferred);
  • Proficient in MS Word and Excel;
  • Excellent oral and written communications skills;
  • Experience working in diverse groups;
  • Commitment to the mission and goals of the organization.

Certificates, Licenses, Registrations – Valid CA Driver’s License and willingness to travel;

Beacon is excited to share that it recently formed a new strategic alliance with American Baptist Homes of the West (ABHOW). ABHOW has been a client and partner of Beacon for many years, and has provided senior affordable housing in Washington since 1997. They are a large, mission-driven nonprofit housing provider dedicated to housing seniors and the disabled, based in California.

Our alliance is founded on shared values and a common mission to grow affordable housing. ABHOW is acquiring Beacon to draw on our expertise in developing diverse types of affordable housing and Beacon will benefit from the stability that a larger organization provides. Together, we’ll work to continue our core work of affordable housing consulting and expand affordable housing opportunities up and down the West Coast.

We will continue to be Beacon Development Group with the same mission, same leadership, same staff, and same diverse set of services. Our core business will remain affordable housing development in Washington and the Northwest.  In addition, we will work with ABHOW to enhance its development opportunities in California, Arizona, Oregon and Idaho.
