Construction is set to begin next month on Ethiopian Village, a partnership between HumanGood and Ethiopian Community in Seattle. The project located in the Rainier Valley of Seattle, includes 90 units of affordable housing for low-income seniors with incomes ranging from 30% – 60% of AMI with 75% set aside for 50% or below AMI. The project will preserve community assets and help reduce displacement of low-income seniors while providing access to valuable services through a dedicated resident service coordinator. The ground floor will be an expansion of the existing Ethiopian Community Center providing a campus feel for community members and housing residents to interact and enjoy the amenities.
Anticipated Completion Date January 2023
We are pleased to announce that Beacon has helped its parent company HumanGood in securing an award from the Capital Magnet Fund of $5.25 million to finance the development of affordable housing in California, Washington and Pennsylvania. The Capital Magnet Fund (CMF) program supports financing for the preservation, rehabilitation, development or purchase of affordable housing for low-income communities. This is the first CMF grant award ever received by HumanGood, and one of the largest grant awards allocated in this recent round of funding.
Beacon and HumanGood will use the grant award to address the challenges facing extremely low-income and very low-income senior households. Nationwide, there is a significant shortage of age-restricted affordable housing. According to the Harvard Joint Center for Housing Studies, the number of households aged 65 and older will grow from 48 to 79 million over the next two decades. In addition, the number of households aged 75 to 79 will increase 49% to 8.9 million by 2028 and increase another 20% to 10.7 million by 2038, a trend that also continues with households ages 80 and older. This increase in aging communities has produced an increased demand for age-restricted affordable housing. It is projected that by 2038, demand for affordable housing for low-income seniors will significantly outstrip the supply of these units.

Northaven Three will be located in the current parking lot of Northaven Senior Living creating an opportunity to share amenities with the existing facilities. As you can see by the photos, the site is very narrow and Walsh Construction’s initial demolition and excavation activities have to be thoughtfully orchestrated. Last week, Northaven Senior Housing hosted a ground breaking ceremony for the new Northaven Three project, a partnership between Northaven and HumanGood. The $24.8 million project includes 82 units of affordable housing for low-income seniors in a campus setting with adjacent dining, health and social services. The 82 units is a mix of studios and 1-bedroom apartments that includes 20 units for seniors earning up to 30% AMI, 42 units for seniors earing up to 50% AMI, and 20 units for seniors earning up to 60% AMI. The project secured a HUD 202 award in 2019 as one of only 14 projects awarded nationally. The project will be located near the Northgate mall and less than a mile from the Northgate transit center and future light rail.

Northaven Three is a partnership between Northaven Senior Housing and HumanGood Affordable Housing based on their aligned missions to provide high quality communities for seniors. Beacon Development Group seeks an experienced Construction Manger to assist its development teams in the feasibility, design and construction of housing development projects. Ideal candidate has strong project management experience and construction experience. They are detail-oriented, respected in the industry and focused on team and client needs.
The Construction Manager (CM) is an important member of a development team at Beacon. The CM is responsible for physical aspects of a project from feasibility to lease-up and warranty. They work closely with a Project Manager (PM), who is responsible for the financial aspects of a project. The PM is further responsible for establishing the project goals, including those of the client, budget and schedule. The CM’s job is to ensure the project goals are met relative to design and construction. The CM must be aware and communicate with the PM on issues that could impact the project budget or schedule or could have legal or regulatory consequences.
The job is varied and requires curiosity, initiative, flexibility and communication excellence. CM’s should be willing to research and teach staff about new technologies or trends in the industry. They should have or develop a network of professional resources to assist with project needs. Fundamentally, the CM is a problem solver who deploys resources effectively, efficiently and ethically to support vital affordable housing projects.

On September 18, Beacon joined Filipino Community of Seattle, HumanGood Affordable Housing, elected officials including Mayor Durkan and more than 200 local community members and donors to celebrate the ground breaking of Filipino Community Village. The new community, totaling just over $36 million in development, will offer a unique model combining culturally-specific social services and 95 affordable apartment homes for low-income seniors. A segment of the apartments will be set aside for people with disabilities. The building will also house the Innovation Learning Center for the local youth. The learning center will offer computer courses, a robotics program and a science-technology-engineering-arts-math (STEAM) program.
“The Filipino Community Village is made possible by the decades-long efforts of the Filipino Community of Seattle, and our very own Beacon Development Group and HumanGood. This milestone brings us ever closer to making this dream a reality for the low-income seniors of Seattle for many years to come. As the Seattle market continues to price out countless low-income seniors, we are proud to welcome what will soon be HumanGood’s 96th affordable housing community,” said Ancel Romero, president of HumanGood Affordable Housing.
The project is funded through support from the City of Seattle, the State of Washington, King County, Umpqua Bank and Hudson Housing Capital. The project team includes Beacon Development Group, Rolluda Architects and Marpac Construction. HumanGood Affordable Housing will manage the new community upon it’s completion in March 2021.

The Yakima Housing Authority (YHA) was joined by funding partners, elected officials and the development team to mark the start of construction of their latest project, Chuck Austin Place. The project will provide 10 two-bedrooms, 17 one-bedroom and 14 studio units of supportive housing for homeless veterans and their families. It will include a comprehensive social service center for homeless veterans in the Yakima community, including a medical and dental clinic operated by Yakima Neighborhood Health Services and case management offices for the VA and Blue Mountain Action Council.
The former Yakima Armory is being donated to YHA through a federal property disposition program. Funders include the State Housing Finance Commission, Enterprise Community Investment, Heritage Bank, the State Department of Commerce Housing Trust Fund and Local and Community Projects funds, the City of Yakima, Federal Home Loan Bank, and Impact Capital. The rooftop solar panel installation is being funded through a grant from Pacific Power’s Blue Sky fund and Energy Tax Credits via Enterprise. US Senator Patti Murray and Chuck Austin, a three-war veteran and the project’s namesake, spoke at the event.

On July 20th, YWCA hosted a ceremonial groundbreaking for their Tacoma project Home at Last that is scheduled to start construction next month. The project will provide 54 units serving individuals and families whose income are at or below 30% or 50% of the area median income, plus one manager’s unit. There will be a range of unit sizes from studios to three-bedroom units to accommodate these families, with 42 units set aside for homeless households and 12 units designated for families with special needs. The ground floor of the building will contain 4,000 square feet of space that will house support services. The YWCA’s counseling and housing programs will occupy this space. Residents will have access to a full range of programming provided by the YWCA in the adjacent building, including legal services, therapeutic children’s programming, youth services and support groups.

On May 31st, Beacon hosted a lunch to celebrate the Topping Off of Wenatchee Supportive Housing.
The project will provide 67 units of affordable supportive housing in the rural Wenatchee, WA . The project sets aside (16) 811 PRAC units for people with disabilities, another (33) units are set aside for homeless families with children. The projects incomes will be restricted households at or below 30%, 40% and 60% of area median income. The four-story building will consist of 25 one-bedroom, 20 two-bedroom and 22 three-bedroom units. Each floor will be equipped with common laundry facilities and the ground floor includes office space for property management and residential case management staff with a large community space for residents. The location offers scenic views, overlooking the Wenatchee valley with the Columbia River to the East and the Central Cascades to the Southwest.
Catholic Charities Housing Services is the project sponsor and the list of funders includes WA State Housing Trust Fund, 811 PRAC, WSHFC Low Income Housing Tax Credits, National Equity Fund (NEF), City of Wenatchee, Catholic Charities Diocese of Yakima, and Chelan-Douglas County. The completion date is scheduled for December 2019.

In December, Mayor Jenny Durkan announced that the City of Seattle will invest more than $75M to build and preserve affordable housing across Seattle. Ten New Construction projects were awarded funding including Northaven Three, Chief Seattle Club, and Maddux Apartments.
Northaven Three Anticipated Completion Date Early 2022
Northaven Three is a partnership between Northaven Senior Housing and HumanGood Affordable Housing to develop 85 units of affordable housing, serving independent seniors earning up to 30%, 50% and 60% of area median income. HumanGood and Northaven have partnered based on their aligned missions to provide high quality communities for seniors. The project will be located adjacent to the Northgate mall and less than a mile from the Northgate transit center and future light rail.
Chief Seattle Club Anticipated Completion Date October 2021
Chief Seattle Club (CSC) is developing a mixed-use affordable housing project in Pioneer Square. The eight-story building will include 80 units of housing (60 units will serve people who are homeless), CSC program spaces, a gallery/café and a primary care clinic. The project will provide a portion of the units with rental assistance so that some individuals pay no more than 30% of their income for rent. It will be designed to support the physical, cultural and spiritual needs of people in the Native community. Housing-based case management will be provided onsite and residents will have access to the community supports and services that are provided at CSC.
Maddux Apartments Anticipated Completion Date October 2021
Maddux Apartments is a two-building development, sponsored by Mount Baker Housing Association, that will provide affordable workforce housing for individuals and families earning at or below 50% and 60% area median income. The two-buildings will consist of 166 units: 97 studios, 11 one-bedroom, 48 two-bedroom and 10 three-bedroom. The project is a transit-oriented development located 2 blocks from the light rail in the Mount Baker neighborhood. Both buildings will provide ground floor commercial space, laundry facilities on each floor, resident lounge areas and a roof top terrace space.
